Stephen Millar spent formative years as an exchange student in the USSR and Communist Hungary before serving 32 years with the Canadian government in Foreign Affairs and Finance. He held diplomatic posts in London, Moscow, and Central Asia, retiring in 2014 as Canadian Ambassador to Kazakhstan, Kyrgyzstan, and Tajikistan. Now based in Ottawa and English Harbour, he serves on the English Harbour Arts Association Board.
Stephen shares personal insights from living and working in Communist Europe during a time of rapid change. Through photographs from his years in Leningrad and Budapest, he captures the collapse of the Soviet system and the transformation of Eastern Europe.
